The Iraqi problem created by the Bush administration is going to be the 'Achilles tendon' of the US if it is not solved peacefully, thus using much more diplomacy and some tactics never thought of before. There is no American solution to this problem. It is more an Arab-Muslim problem now and only an Arab-Muslim solution could possibly end the conflict and help Iraq recreate its sovereign nationhood. The solution lies in the retreat of a majority of US and Allied forces from Iraq. To achieve this, Washington must accept a UN solution to the problem, not an American solution. This can be achieved with the involvement of the Organization of Islamic Conference (OIC) and the Arab League (AL), two major Muslim organizations that would be willing to assist in any diplomatic attempt to end the Iraqi crisis. Iraq is not a state the way we know how sovereign states are organized under the UN charter. It is a total mess with a raging civil war that is causing more deaths and division than ever before in human history. Yet the Americans have been thinking of an American solution, not a solution that could help settle the issue of Iraq for the short term. There is a UN solution that is still possible. The American Congress, Senate and political class seem to have obliterated the UN from the debate on Iraq. The problem is the Americans as a whole, have thought of their selfish needs and selfish face saving devices in the event they have to leave Iraq in its mess and go. The plan will be costly but the Iraqi people, the Sunni regimes in the region as well as Turkey and the Democratic party in the US will be too glad to work out this plan. First and foremost, the Bush administration must be brought down to earth to make it understand that the entire world is focused on Iraq. The billions of people on earth are worried of the outcome of this conflict. Most of all they are afraid of the bold and blind approach of the US in this sad affair. Escalating the war in Iraq to a war of punishment against Iran, Syria and the Hizbullah or the Hamas will not solve the Iraqi problem and will only help export the war to the US and to the West in general. The Congress and the Senate must do the necessary to corner the Bush administration in its adamant move to create a surge in Iraq. Once these achieved, the administration must be made to understand - with UN vetting and Arab League consent - that the world is ready to solve the Iraqi problem the peaceful way. The OIC will also follow in the same footsteps, by contributing soldiers to the peacekeeping force, once the US signals that it is willing to consider the entry of UN peacekeeping forces in Iraq. The UN will have to work closely with the Muslim nations in the Arab League and the OIC to achieve a success rate of replacement of US troops in the country. This will be done by dividing Iraq into at least 3 specific sectors: The Shiite sector with Basrah as the center point, the Sunni Sector with Tikrit (Anbar and so on) as the focal point and the Kurdish sector with Mosul as the focal point. This does not mean a division of Iraq into three separate entities. On the contrary, it will be the beginning of the federated Iraq that will be the outcome of this strategy. The North Atlantic Treaty Organization (Nato) may be involved in the sense that it will bring logistic, material and even human capital support to the UN peacekeeping force. The Nato forces will represent the US and British forces and they will be acting as support groups to the work that the UN forces will be accomplishing in Iraq. Once this plan agreed upon, the US troops will allow UN troops to land in Baghdad, Mosul and Basrah. Baghdad will remain the central command for the troops and will be seen as the capital of the federated country. Troops will then disperse among the populations and will offer security, assistance and reconstruction efforts that are badly needed across the country. The current Iraqi army will be disbanded and a new army command will be created, uniting Shiite, Sunni and Kurdish representatives. The current government will have to be shut down and a caretaker government under the leadership of a united front from all the communities in the country will be formed. This new governing body will have the full backing of the UN forces and will also start its work towards federating Iraq into a sovereign nation, once more. US troops will sincerely be leaving Iraq once the first UN troops, composed mostly of Muslim soldiers from Pakistan, Turkey, Iran, Saudi Arabia, Indonesia and so on will be taking over the security solution in the cities and towns. Following this successful implementation of the plan, the Iraqi government will be allowed to make a deal on its exploration that would be granted to a certain percentage, to US or western companies. The new federation will make it impossible for a dictator to take over the country and this will be done thanks to the inking of a solid, modern but Islamic constitution that will suit the Iraqi citizens, not an American constitution that will end up creating more divisions in this land of the ancients. To achieve the reigning in of the Arab League or the OIC in the peace plan, the Congress and the Senate must appoint a renown Muslim leader at the head of this plan. Malaysia's retired PM Mahathir Mohamed or Indonesia's former President Burhanudin J. Habibie can be the leading figures to be considered for this job. They are not Arabs thus would it would not be an offense to the Iranians. Mahathir Mohamad is respected by Iranians, Sunnis and even Kurds. Habibie too is well known for his peace makers role in Indonesia's Aceh province and in creating the new state called the Timor Leste. India's President, Abdul Kalam would also be a strong candidate to negotiate a solution with Shiite, Sunni and Kurdish leaders in Iraq. He is doing a great job as India's president. He is a Muslim too. People of good faith are not lacking in the Islamic world. The US must also agree that appointing a westerner at the head of such a peace mission will only create more dangers and will not solve the problems in Iraq. Face up to reality and give a chance to peace and a long lasting solution to Iraq and the Middle East.
